If a manifest saved you an afternoon of working out which accounts a build needed, that afternoon has a number on it and you know it better than I do. There is no tier attached to this, no badge, and nothing unlocks. It is a thank-you.

Manifests that follow you
An account that remembers every manifest you have made, across devices, so a build you specced in March is still there in September — and so an assistant can fetch it without a copy and paste.
This does not exist, so it cannot be bought.
Saved manifests need accounts. Accounts need a database, row-level security, session cookies scoped properly, and a rate limit checked before the credential rather than after. Those arrive together or not at all, and taking money for them before they do would be selling something undeliverable.

A domain, and the hosting when it outgrows a free tier. That is the whole cost of running this — the interview does no server work, so there is no per-visitor bill to cover. If it ever costs more than that, this paragraph will change rather than quietly staying reassuring.
